Job Responsibilities
|

Provide technical support to UGC/HEQEPU in preparing and updating procurement plan;
Provide practical guidance and technical assistance to UGC/HEQEPU and AIF fund users in the universities in respect of preparing bidding documents, request for proposals (RFP), bid evaluation report, contracts and other documents concerning procurement;
Provide short procurement training (1-2 day) to staff of AIF beneficiaries for utilizing the fund and also provide training to UGC staff as and when required.
Ensure consistent application of procurement guidelines and rules respectively of the World Bank and GoB for procurement of goods, services and works under the project;
Monitor closely the procurement activities under the AIF sub-projects, UGC and public universities? institutional strengthening, HEMIS, Digital Library, BdREN with reference to Procurement Plan timelines;
Prepare a training plan for the AIF sub-project managers and procurement staff of the UGC/HEQEPU and universities;
Prepare quarterly procurement monitoring reports (PROCMOR);
Conduct diagnostic analyses and identify delays, bottlenecks, inefficiency, slippage etc. and provide remedial actions ;
Post review procurement activities of AIF beneficiaries and summarize such review findings in monthly and quarterly reports;
Act as a member of AIF beneficiary?s bid evaluation committee on a case by case basis, if so requested by the PD;
Any other task concerning procurement assigned by the Project Director, HEQEP.
