Dhaka 15 May 2013: Five workshops have taken place in the first quarter of the year 2013 on five important aspects of the project: University Admission System (22 January 2013), Project Completion (28 January 2013), BdREN Trust Document (16 February 2013), Quality Assurance (24 March 2013) and National Show-casing (30 March 2013). This has contributed to the capacity building of the sub-project members and helped accelerat the pace of project implementation. Following are the details of the individual workshops.
Unified Admission Policy suggested for Public Universities
DHAKA 22 January 2013: A workshop at the University Grants Commission has recommended adopting a unified admission policy for public universities of Bangladesh. The workshop discussed the findings of a study report commissioned by the Higher Education Quality Enhancement Project (HEQEP).
Held at the auditorium of the University Grants Commission the workshop was participated by the representatives from different public universities of the country. The Honourable Education Minister to the Government of the People's Republic of Bangladesh, Mr. Nurul Islam Nahid MP, attended the event as the Chief Guest while Dr.Kamal Abdul Naser Chowdhury, Secretary, Ministry of Education was the special guest. The workshop was chaired by Professor Dr. A K Azad Chowdhury, Chairman (State Minister), University Grants Commission of Bangladesh. Ms. Kaniz Fatema, ndc, Project Director, HEQEP (Additional Secretary) welcomed the participants to the workshop. The keynote address was given by Professor Dr. M. Muhibur Rahman, Member, UGC and a presentation on the Admission System for the Undergraduate Courses in Public Universities was made by Dr. Aftabun Nahar Maksuda, Chief Research Officer (Joint- Secretary), Strategy Policy Unit (SPU) of HEQEP.
The workshop recommended clustered admission tests for general, agricultural and engineering faculties of the public universities. It also recommended that the education boards should consider having unified set of question papers and ensure unified evaluation system so that secondary and higher secondary results could eventually become the basis for admissions.
Sub-projects receive training to write project completion report
DHAKA 28 January 2013: The Project Completion Report writing workshop was held at the UGC auditorium with a total of 60 participants from different universities. 46 Sub-projects that were due to be completed by March 2013 attended the event to get an orientation on how to write the project completion report using the prescribed format. Mr. Md. Ataul Hoque, Project Director, Establishment of Fire Service and Civil Defence Stations in the Upazila HQ/important places project, Ministry of Home Affairs and Mr. Md. Khalilur Rahman, Director and Deputy Secretary, Implementation Monitoring and Evaluation Division, Ministry of Planning jointly conducted the workshop as resource persons.
The workshop was chaired by the UGC Member Professor Dr. M Muhibur Rahman and inaugurated by the UGC Chairman (State Minister) Professor Dr. A K Azad Chowdhury as the chief guest. Project Director Kaniz Fatema, ndc (Additional Secretary) offered the welcome address at the beginning. The participants came from Bangladesh Agricultural University, Begum Rokeya University, Bangladesh University of Engineering and Technology, Bangladesh University of Professionals, Comilla University, Chittagong University, Chittagong University of Engineering and Technology, Chittagong Veterinary and Animal Science University, Dhaka University, Dhaka University of Engineering and Technology, Islamic University, Jagannath University, Jahangirnagar University, Khulna University, Khulna University of Engineering and Technology, Noakhali Science and Technology University, North South University, Patuakhali Science and Technology University, Rajshahi University and Shere Bangla Agricultural University.
Consultation workshop held on BdREN trust document
DHAKA 16 February 2013: A consultation workshop on BdREN Trust Document took place with the key stakeholders such as the Vice Chancellors of different universities in attendance. This has been a key milestone in making the Bangladesh Research and Education Network operational. A presentation on BdREN Trust Deed was made by the Member UGC Prof. Dr. M. Muhibur Rahman.
The workshop was inaugurated by the UGC Chairman (State Minister) Professor Dr. A K Azad Chowdhury as the chief guest.and chaired by Professor Dr. M Muhibur Rahman. Project Director Kaniz Fatema, ndc (Additional Secretary) offered the welcome address at the beginning. Prof. Dr. Md. Akhtar Hossain, Member, UGC offered the Vote of thanks.
Workshop on Development of Quality Assurance Mechanism held
DHAKA 24 March 2013: A workshop on development of quality assurance mechanism in Bangladesh took place during the World Bank’s eighth Mission which was well attended by the the Vice Chancellors of different universities, SPMs of Self Assessment sub-projects, representatives of Ministry of Education, UGC & HEQEP. Dr. Rozilini Mary Fernandez-Chung, Vice President, HELP University, Malaysia was the key resource person in the workshop. Prof. Dr. M. Muhibur Rahman, Member, UGC gave a presentation on the draft constitution of the proposed Accreditation Council for Private Universities and current status of accreditation practices in Bangladesh while Prof. Dr. J.R. Chowdhury Chairman, BAETE, Bangladesh shared the experience from his association with the Accreditation of Engineering and Technical Education Programs in Bangladesh. Prof. Dr. M. Mozahar Ali, AIF Management Specialist, HEQEP detailed the outcome of a typical self-assessment sub-project of the HEQEP.
The workshop was chaired by Professor Dr. M Muhibur Rahman while Mr. Iqbal Khan Chowdhury, Additional Secretary (Dev.), Ministry of Education was the chief guest. Mr. Md. Mokhlesur Rahman, Sr. Operations Officer, World Bank and the Co-Task Team Leader, HEQEP and Professor Zamilur Reza Chowdhury also graced the occasion by their kind presence and sharing of thoughts. Showcasing the Successful Academic Innovation Fund Sub-Projects
DHAKA 30 March 2013: A national workshop on showcasing several successful Academic Innovation Fund (AIF) sub-projects of the Higher Education Quality Enhancement Project (HEQEP) was held at the University Grants Commission Auditorium, Dhaka with Prof. Dr. A K Azad Chowdhury, Chairman (state Minister) UGC as the Chief Guest. Vice Chancellors, managers of the AIF sub-projects and representatives of Ministry of Education (MoE), Planning Commission, Implementation Monitoring and Evaluation Division (IMED), Economic Relations Division (ERD), University Grants Commission (UGC), civil society, media and the World Bank attended the event.
The Project Director KanizFatema, ndc (Additional Secretary of the Government of Bangladesh) gave the welcome address at the beginning. Referring to the remarkable success such as vaccine development, digital archiving, and establishment of germplasm centre and cancer detection techniques by some of the sub-projects of first round she said: “I hope we will be able to take positive lessons from these innovative and successful sub-projects. We are delighted and eager to share with you what these universities have been able to achieve and what lessons they have learnt in the process. This is important that the wider audience knows about these innovation and connections & networks established for the achievers so that the success could be multiplied and reached to a national scale”.
Md. Iqbal Khan Chowdhury Additional Secretary (Development) Ministry of Education was present as the special guest and said: “It is a great pleasure for me to be here with you in this national workshop on show-casing successful sub-projects. This is the first time we have here in such a big and high level gathering and I hope we will take encouraging lessons from here”.
The chief guest of the event Professor Dr. A K Azad Chowdhury congratulated the participating sub-project managers and said “Today is a big day of celebration and sharing lessons learnt. I thank the World Bank to support us implementing HEQEP. Our sub-projects have been designed by the colleagues in the universities and HEQEP to achieve academic innovation, teaching-learning & curriculum development, research capability enhancement and connectivity through global & digital education and research network. I congratulate those who have already completed their sub-projects and achieved remarkable success. I hope this success will be a source of inspiration for rest of us in the university community and a reason for the wider communities to engage with the academia”.
Twelve sub-project managers of HEQEP sub-projects (CP# 07, 20, 96, 162, 189, 192, 214, 231, 392,466, 492 and 534 of Round-1) presented their stories of success. At the end the chairperson of the event Prof.Dr. M. Muhibur Rahman, Member, UGC in his remarks said: “The objective of the Academic Innovation Fund (AIF) component of the HEQEP is to improve the facilities in the universities for both teaching and research in fields of national and international importance, and also to institutionalize allocation and utilization of public funds. A total of Tk. 372 crore was granted against 206 sub-projects, selected out of more than one thousand proposals through a fair and transparent competition. For the first time, it has been possible to equip class rooms, practical and research laboratories with state-of- the-art equipment, as you have noted in the presentations made by the 12 SPMs today. I can assure you that most of the other sub-projects have attained similar success. The impact of the development has already become visible in terms of research publications in international journals of high impact factor. I may stress on the fact that the sub-projects are institutional, and the facilities developed will be made available to all students and faculties in a department. I must thank and congratulate the SPMs for their dedication and devotion towards the cause of higher education in the country”.
